Summary

add typed update planning for changed, added, removed, and dependency-affected translation units
publish replacement revisions atomically while preserving the active revision on failure
expose the shared update use case through the CLI and document consistency guarantees

Define typed incremental-update domain c9c4f9df22

Fingerprint source files, compilation commands, build settings, and
resolved project revision; detect added/changed/removed/renamed and
no-longer-compiled translation units with shared-header affected
closure; persist per-revision fingerprint manifests; report typed
update results with revision, count, and change-set details.

Implement catalog planning for index updates bd78854f78

Resolve the update base from the canonical project identity, accept
an explicit database only when it matches the cataloged revision,
and report missing or moved projects as typed update targets. Plan
immutable successor revisions through the existing cache-owned path
allocation at the current graph schema version.
